Kyrgyzstan Sees a Shift in Crime Toward Finance

BISHKEK—Approximately 70% of all criminal cases in Kyrgyzstan are related to theft and fraud. This was reported by representatives of the Ministry of Internal Affairs at a presentation at the National Bank of Kyrgyzstan, Economist.kg reports.

According to the ministry, of a total of over 33,000 cases, fraud accounts for 31.7%, while theft accounts for 39%. Thus, the overwhelming majority of crimes involve the illegal seizure of funds from citizens.

At the same time, the share of violent and serious crimes does not exceed 30%. The Ministry of Internal Affairs notes that this indicates a transformation in the crime structure: the main risks for the population are shifting from the physical sphere to financial transactions and digital communications.

The rise in cybercrime is particularly concerning. In 2025, 1,547 cases of cyberfraud were registered, while in the first three months of 2026 alone, this number has already reached 1,140.

Tajikistan Seeks CSTO Weapons Amid Escalation in Afghanistan

Tajikistan has appealed to its partners in the Collective Security Treaty Organization (CSTO) for the provision of weapons and military equipment to strengthen protection of its border with Afghanistan. The request was announced by CSTO Secretariat consultant Pavel Sarkisyan at a conference in Dushanbe. According to him, Kabul remains the main source of security threats in the region.

Dushanbe has already agreed with its allies on a list of required equipment. Issues related to financing state defense orders of CSTO member states, as well as the transfer of weapons and military hardware through defense ministries, are currently being worked out.

Earlier in December, reports emerged that Tajikistan had held talks with CSTO members on patrolling the Afghan border, possibly involving forces from Russia’s 201st military base. However, officials in Dushanbe later denied these reports.

The presentation took place in line with the directive issued during the Security Council meeting held on February 21. Based on the analysis of military education systems in more than 20 countries, a new national model has been developed aimed at the comprehensive modernization of Uzbekistan’s military education.

A central element of the reform is the establishment of the University of Military Security and Defense, based on the existing Academy of the Armed Forces of Uzbekistan. This new institution will incorporate all educational establishments under the Ministry of Defense — five institutes, the Higher School for Sergeant Training, and a school for aviation and unmanned systems specialists (all with institute status).

Interesting observation: Indo-Pakistani conflict affects Central Asian air defense prospects

The downing of three expensive French-made Rafale fighter jets by low-cost, Chinese-manufactured J-10C aircraft during the Pakistan–India aerial conflict on May 7 highlighted the affordability and operational capability of Chinese fighters. In light of this encounter, several countries are now reassessing their Rafale procurement plans. Uzbekistan, which had previously expressed interest in acquiring 24 Rafale jets, is currently engaged in negotiations with China to purchase JF-17 aircraft. China has increasingly focused on expanding arms exports to Central Asia, a market traditionally dominated by Russia.

BACKGROUND

On May 7, India launched missile strikes against six locations in Pakistan, attributing responsibility to its long-standing rival for the April 22 attack that claimed the lives of 26 tourists in Pahalgam, located in Indian-administered Kashmir. In response, the Pakistan Air Force (PAF) deployed Chinese-manufactured J-10C fighter jets, which succeeded in downing five Indian aircraft,

Taliban Converts Former British Airbase into Kamikaze Drone Hub

The ruling Taliban movement in Afghanistan is converting a former British airbase into a center for the development and production of kamikaze drones intended for cross-border attacks, Daily Mail reports.

The base, located in Afghanistan’s Logar Province and previously used for two decades by British special forces, is now serving as the primary testing ground for this advanced drone unit, which is equipped with unmanned aerial vehicles (UAVs) carrying explosives.

Western intelligence agencies have expressed serious concern that, three years after regaining power in Afghanistan, the Taliban is enlisting international specialists to develop hundreds of drones.

Among those involved are an engineer suspected of ties to al-Qaeda and another specialist believed to have received education in the UK.

Drone production has reportedly been established at another former military installation — Camp Phoenix — which once served as a major supply and training center for Afghan troops during the war with the

Kazakhstan insists on increasing defense spending

A discussion is unfolding in Kazakhstan about the need to increase defense spending amid growing geopolitical tensions. By 2025, the country’s defense budget is planned to reach 666 billion tenge (about $1.3 billion), which will amount to 0.68% of GDP, reports "Kursiv" citing the Ministry of Finance.

However, some members of parliament consider this sum insufficient. In particular, MP Yermurat Bapi criticized the proposed budget, insisting that spending should be increased to 1% of GDP.

He justified his position by pointing to rising risks in the region and forecasts about the possibility of a global conflict by 2030.

Bapi emphasized that, in light of events in Ukraine, the current defense allocations appear disproportionately small. He questioned the calculation method, which projects that only 0.4% of GDP will be allocated for defense needs by 2025.

The source also provided previously unknown details of the preparation for the attack in Moscow. According to him, the criminals set fire to the concert hall using regular gasoline.

"On the way to the 'Crocus,' they stopped at a gas station, bought gasoline, and poured it into plastic bottles. Then they used it to set fire to the hall," explained the "Izvestia" source.

He added that the group was not a classic organized terrorist cell - it did not exist within any structure and was formed literally a few weeks before the attack.

Opium smuggling into Central Asia increased

Despite the Taliban's 95% reduction in opium poppy cultivation in Afghanistan, drug smuggling in the region is on the rise, which can be explained by the ongoing production of opium in the country. Atageldy Yazliev, the director of the Central Asian Regional Information Coordination Center for Combating Illicit Trafficking in Narcotic Drugs, Psychotropic Substances, and their Precursors (CARICC), made this statement, TASS reports.

"According to the estimates of international experts, as a result of the Taliban's ban on opium poppy cultivation, the cultivation area has decreased by 95%. Nevertheless, CARICC statistics indicate an increase in drug smuggling in the region, which may be related to the realization of opium or heroin stocks from previous years' harvests or indicates the ongoing production of drugs in Afghanistan," noted Yazliev, speaking in the lower house of the parliament of Kazakhstan.
