Afghanistan Launches Legal Framework for Overseas Employment

The Ministry of Labor and Social Affairs of Afghanistan has officially launched a nationwide initiative for overseas employment registration. This marks an important milestone in the government’s efforts to create legal and regulated job opportunities for Afghan citizens abroad, Ariananews.af reports.

In a statement released over the weekend, the ministry announced the signing of a landmark agreement between a state-owned company in Qatar and private employment agencies in Afghanistan, paving the way for Afghan workers to be employed under government supervision.

At the initial stage of the program, 700 job placements will be made available for Afghan citizens in Qatar.

The registration process for these positions will begin soon and will be directly overseen by the ministry’s Employment Department. Officials emphasized that the process will comply with international labor standards, ensuring employment guarantees, transparency, and protection for Afghan workers abroad.

“This is an important step in combating illegal migration and labor exploitation,” a ministry representative said. “Our priority is to provide Afghan workers with legal pathways for employment abroad while safeguarding their rights and dignity.”

The new initiative aims to address Afghanistan’s rising unemployment and ensure that Afghans seeking jobs abroad do so through legal, state-approved channels. According to officials, the program also aims to boost remittances to the country while protecting workers’ rights in cooperation with host countries.

Afghanistan has one of the youngest populations in the world, and the demand for jobs continues to grow amid an unstable economy and ongoing humanitarian challenges. Labor migration, when properly regulated, is seen as a key source of income and stability for many Afghan families.

This overseas employment initiative is part of a broader effort by the Afghan government to formalize its labor export policy and strengthen international labor partnerships, starting with the Gulf region.
