At the Seventh Consultative Meeting of Heads of State of Central Asia held in Tashkent, regional leaders agreed on key initiatives aimed at jointly developing transport connectivity and ensuring regional stability, according to Afghanistan.ru.
The meeting underscored the region’s commitment to consolidation and to independently addressing strategic issues without direct involvement from external actors. Participants placed particular emphasis on integrating Afghanistan into joint projects, recognizing this as essential both for regional security and for implementing infrastructure development plans.
Priority projects highlighted include the construction of the transnational China–Kyrgyzstan–Uzbekistan railway, the Trans-Afghan Transport Corridor, and Trans-Caspian transport routes, as reported by UzDaily.uz. To coordinate these efforts, participants proposed establishing a dedicated Council on Infrastructure Development at the level of Deputy Prime Ministers.
In the sphere of security and stability, the heads of state endorsed a Concept of Regional Security and adopted a Catalogue of Risks and Threats. Special focus was placed on countering terrorism and integrating Afghanistan into regional energy and transport initiatives. The meeting also proposed institutionalizing the “Ferghana Forum for Peace” as a regular international platform.
“Particular attention must be paid to the situation in Afghanistan, which directly impacts the security and sustainable development of the entire region,” said Uzbekistan’s President Shavkat Mirziyoyev in his address. “We firmly believe that Afghanistan’s integration into our infrastructure, energy, and transport projects must become an integral part of our shared regional policy.”
President Mirziyoyev also stressed the need for Afghanistan’s active involvement in regional dialogue on the joint management of water resources in the Amu Darya basin. “Effective water resource management is impossible without investments in the professional training of specialized personnel,” he stated.
The summit was attended by the Presidents of the Republic of Azerbaijan, Ilham Aliyev; the Republic of Kazakhstan, Kassym-Jomart Tokayev; the Kyrgyz Republic, Sadyr Japarov; the Republic of Tajikistan, Emomali Rahmon; Turkmenistan, Serdar Berdimuhamedov; and the Republic of Uzbekistan, Shavkat Mirziyoyev. Kaha Imnadze, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia, also participated in the meeting.
