Beijing has pledged to support Kabul in developing its healthcare, agriculture, and energy sectors as both sides seek to deepen economic cooperation, Khaama.com reports.

On May 22, Acting Foreign Minister of the Taliban administration Amir Khan Muttaqi met with Luo Zhaohui, head of the China International Development Cooperation Agency (CIDCA), to discuss bilateral collaboration and China’s role in Afghanistan’s reconstruction. The high-level talks mark another step in China’s expanding engagement in the country following the withdrawal of Western forces.

Muttaqi described China as a vital development partner in rebuilding Afghanistan’s economy and public services, emphasizing Kabul’s interest in strengthening cooperation in infrastructure, energy, and agriculture.

According to Taliban Deputy Foreign Ministry Spokesman Hafiz Zia Ahmad Takal, the Chinese delegation expressed readiness to offer both technical and financial assistance, including in oil and gas exploration, healthcare, and vocational training.

CIDCA Chairman Chen Xiaodong reaffirmed China’s commitments, stating that Beijing would support Afghanistan’s recovery through joint projects and initiatives. Muttaqi also presented concrete proposals identifying areas where Chinese support could accelerate reconstruction efforts.

The talks come amid China’s growing diplomatic activity in the region. Previously, Muttaqi met with Chinese Foreign Minister Wang Yi to discuss enhancing political and economic ties between the two nations.

Analysts note that China’s increasing involvement in Afghanistan reflects a broader strategy to promote regional stability and secure its interests in trade, energy, and connectivity. Afghanistan’s location makes it a potential corridor for China’s Belt and Road Initiative (BRI) and a possible extension of the China-Pakistan Economic Corridor (CPEC).

However, experts caution that without broader international recognition and inclusive governance, Afghanistan’s path to sustainable development remains uncertain.
