The European Bank for Reconstruction and Development (EBRD) is considering providing up to $500 million each to Kyrgyzstan, Kazakhstan, and Uzbekistan for the construction of the Kambarata Hydropower Plant-1. EBRD Vice President Matteo Patrone announced this during a meeting with journalists on October 29, Akchabar.kg reports.
According to him, the size of potential financing is calculated based on the scale of each country’s economy and its share in the project.
“For Kyrgyzstan, $500 million is a significant amount, especially considering that the entire current EBRD portfolio in the country is about $300 million. For Kazakhstan or Uzbekistan, whose GDPs are much larger, these sums are perceived differently,” Patrone explained.
He emphasized that each country owns roughly one-third of the joint venture, and the Bank’s participation will be proportional to their economic capacities. Patrone confirmed that the Kambarata HPP-1 project remains one of the EBRD’s priority initiatives.
“We continue to work on the project. Once the Board of Directors completes its review and technical procedures are finalized, an official financing announcement will follow,” he stated.
Patrone added that the memorandum signed in Brussels marks an important step in coordinating the efforts of all participating sides. Preliminary estimates put the total cost of the Kambarata HPP-1 project at over $5 billion, with the EBRD ready to finance up to $1.5 billion.
The loan terms have not yet been disclosed, but, according to Patrone, they will be identical for all three participating countries.
