The European Union has called on the government of Tajikistan to immediately and unconditionally release imprisoned human rights defenders, lawyers, and journalists. The appeal was made during the 15th EU–Tajikistan Human Rights Dialogue held in Brussels, Asiaplus.tj reports.
According to the EU’s official statement, participants of the meeting placed particular emphasis on respect for fundamental human rights and freedoms in Tajikistan, including freedom of expression, political participation, and the role of civil society.
The EU expressed serious concern over the lack of progress in the human rights situation, particularly in the Gorno-Badakhshan Autonomous Region (GBAO), and urged Dushanbe to engage in an open and constructive dialogue with the Pamiri minority. Brussels also strongly recommended that Tajik authorities adhere to international standards of fair trial.
The European Union further noted the deteriorating working conditions for journalists, human rights defenders, and NGOs, calling on the authorities to allow the re-registration of civil society organizations that had been forced to cease operations. EU representatives emphasized that freedom of expression, political pluralism, and media independence remain essential for the country’s sustainable development.
The EU’s Special Representative for Central Asia, Olof Skoog, stated:
“Stability and security can only be sustainable when human rights are respected.”
Both sides also discussed the need for penitentiary reform, prevention of torture and inhumane treatment, and the establishment of an independent monitoring and judicial oversight system.
The EU stressed that progress in civil and political rights, as well as the protection of ethnic and religious minorities, will play a decisive role in considering Tajikistan’s application for GSP+ status (the EU’s Generalised Scheme of Preferences Plus).
Following the signing of the Enhanced Partnership and Cooperation Agreement (EPCA) between the EU and Tajikistan in July 2025, both sides reaffirmed their commitment to strengthening bilateral relations. The EU underscored that successful economic cooperation under the EPCA depends on the consolidation of democratic institutions and consistent respect for human rights.
