Since the establishment at the end of March of the Commission for the Demonopolization of the Economy under the government of Kazakhstan, from time to time, the transfer of certain assets to state ownership has been announced, mainly in the form of a donation agreement. The government approves the acceptance of such "gifts" by a relevant decree.
Not all returns to state property observed in 2022 are announced officially. Few people are aware that something had to be returned by Nursultan Nazarbayev himself. We are talking about the hotel Rixos Beldibi, located in Turkish Antalya.
The facility is registered as Alatau Hotel JSC. As of December 31, 2021, according to the audited financial statements, the hotel was owned by the State Property and Privatization Committee of Kazakhstan - just over 23%, and Directorate for Real Estate Management LLP - almost 77%. The LLP is owned by the private Elbasy Fund, and the Fund itself is owned by the first president of Kazakhstan.
Even before the creation of the Commission for the Demonopolization of the Economy, in accordance with Government Decree No. 62 dated February 15, 2022 with the stamp DSP (for official use), as well as the act of acceptance and transfer dated March 1, the State Property and Privatization Committee transferred the rights of ownership and use of the state block of shares of JSC “Hotel “Alatau” to the Office of the President of the Republic of Kazakhstan. Almost simultaneously, on February 16, Directorate for Real Estate Management LLP withdrew from the company's shareholders. At the same time, the audited financial statements of the hotel do not contain additional clarifications regarding the method of transferring the share of the ex-president of Kazakhstan. Whether it was a purchase and sale transaction or a donation agreement remains unclear.
Now the hotel has completely passed into the possession and use of the Administration of the President of Kazakhstan and is even listed on its website in the section of subordinate organizations.
However, in August and early September, the page of Alatau Hotel JSC on the website of the Financial Statements Depository (FEFD) could not be found through the search bar by name or by BIN. At the same time, the page formally existed, access to reports and other documents of the company was present, but the page itself was as if deliberately hidden. However, by the end of September, this misunderstanding was corrected.
