Following summit of OTS in Bishkek, number of documents adopted

At the conclusion of the Organization of Turkic States (OTS) Summit in Bishkek, eight documents were signed.

One decision made by the OTS heads of state was to honor Hungarian Prime Minister Viktor Orbán with the “Highest Order of the Turkic World” for his significant contributions to unifying the Turkic world. The award was presented to Orbán by Kyrgyz President Sadyr Japarov, who highlighted Orbán’s exceptional efforts in strengthening relations between OTS member and observer states, as well as in elevating the organization’s international standing.

Japarov noted Hungary’s unique position within the OTS, emphasizing the strong political dialogue and cooperative ties between Hungary and Turkic nations across various fields, as well as Hungary’s growing influence in fostering relations between the European Union and Turkic states under Orbán’s leadership.

The signed documents include:

1. The Declaration of the 11th OTS Summit.
2. A resolution on the “Green Vision for the Turkic World: Unity for a Sustainable Future.”
3. A resolution declaring Bishkek as the digital capital of the OTS for 2025.
4. The decision to award Prime Minister Viktor Orbán the “Highest Order of the Turkic World.”
5. The adoption of the Turkic World Charter.
6. The appointment of deputy secretaries-general of the OTS.
7. The establishment of a policy for permanent representatives of the OTS.
8. A decision regarding flags of Turkic cooperation organizations.

Regarding the “Green Vision for the Turkic World” decision, Japarov stated that Kyrgyzstan is focused on advancing digitalization within the OTS region. He highlighted the country’s interest in regulating e-commerce, simplifying transportation and logistics procedures, and mutually recognizing digital standards and certifications.

He continued, “We aim to jointly develop documents on mechanisms for mutual recognition of electronic signatures. Under our chairmanship, we will support joint research in digital technology, especially in public services and artificial intelligence.” Japarov also acknowledged the successful Turkic States Forum on Artificial Intelligence held in Bishkek as a platform for discussing AI development strategies and advancing technological progress across member states. He expressed gratitude for the initiative to grant Bishkek the status of the Turkic World’s digital center by 2025.
