Head of Kyrgyzstan Cabinet of Ministers Dismissed

President of Kyrgyzstan Sadyr Japarov has signed a decree relieving the Chairman of the Cabinet of Ministers and Head of the Presidential Administration, Akylbek Japarov, 59, from his duties due to his transition to another position.

According to official information, Akylbek Japarov submitted his resignation voluntarily. While he has not yet received a new appointment, some of his deputies have stated that Akylbek Japarov remains part of Sadyr Japarov’s team.

Unconfirmed reports suggest that he may be appointed as Kyrgyzstan’s Ambassador to the United States. The ambassadorial position in the U.S. has been vacant for a considerable period.

Under the Kyrgyz Constitution, adopted in a referendum in April 2021, the President is the head of the executive branch. Therefore, the resignation of the Chairman of the Cabinet does not result in the dismissal of the entire government. Consequently, Adylbek Kasymaliev, the First Deputy Chairman of the Cabinet, has been appointed as Acting Chairman.

Following the formation of a new government in Kyrgyzstan after the 2020 change of power, Akylbek Japarov served as Deputy Chairman of the Cabinet from June 1 to October 12, 2021, simultaneously heading the Ministry of Economy and Finance. On October 13, 2021, he was appointed Chairman of the Cabinet and concurrently Head of the Presidential Administration.

During his tenure as head of the government, Akylbek Japarov implemented significant reforms to the country’s tax legislation, including the abolition of the patent system, and initiated the consistent establishment of new state enterprises. Under his leadership, tax collection in Kyrgyzstan increased several times, customs revenues grew, and for the first time in Kyrgyzstan’s history, the national budget doubled in three years. The country’s GDP surpassed 1 trillion soms (over $12 billion) and has now reached 1.2 trillion soms ($14 billion).
