IDB and Arab development funds to allocate $550 mln to finance Rogun Power Plant

The Board of Executive Directors of the Islamic Development Bank (IDB) has approved a project to finance the construction of the Roghun hydroelectric power station in Tajikistan for a total amount of $550 million. Of this, $150 million will be allocated from the IDB’s own account, and the remaining $400 million from Arab development funds, Asia Plus reports.

According to the Ministry of Economic Development and Trade of Tajikistan, this was said on April 30 at a meeting between the Minister/Plenipotentiary Representative of the IDB from Tajikistan, Zavki Zavkizoda, and the President of the IDB Group, Muhammad Suleiman Al-Jasser, in Riyadh.

The minister noted that cooperation with the IDB Group has reached a high level and Tajikistan considers this financial institution as a reliable development partner.

“The parties discussed the progress of implementation of instructions following the meeting of President Emomali Rahmon with the President of the IDB Group, Dr. Al-Jasser (November 11, 2023) and the implementation of a number of important projects in the fields of energy, transport, infrastructure development, education, healthcare, irrigation, etc.” - the message says.

Zavki Zavkizoda thanked the bank for its support, and also asked the IDB to increase financing of priority sectors of the economy, including the development of green energy, construction of the Guliston-Farkhor-Pyanj-Dusti road, irrigation facilities, educational institutions, textile enterprises, production of halal products, etc. d., the agency reports.

In turn, Dr. Al-Jasser expressed his readiness to increase funding for projects in the mentioned areas, as well as to further strengthen cooperation.

To date, the IDB Group has supported investment projects worth $753.4 million in various sectors of the economy of Tajikistan. As part of bilateral cooperation for 2023-2026, the IDB Group has allocated more than $235 million for the implementation of priority projects in the country.

According to the Ministry of Finance of Tajikistan, the country’s government plans to allocate 5 billion somoni ($456 million) to finance the Rogun project in 2024.

In particular, 2.2 billion somoni is expected to be allocated by attracting external financing, and the remaining part – from internal sources. In 2023, 5.2 billion somoni were allocated for the completion of Rogun.

To fully implement the project, $6.2 billion will be required. To date, more than 40 billion somoni have been allocated for the Roghun old construction site.

The Rogun hydroelectric power station will become the largest hydroelectric power station in Central Asia, with an installed capacity of 3,600 MW. The annual volume of electricity generation after the station is fully commissioned will be from 13 to 17 billion kilowatt-hours. This represents approximately 65%-85% of the annual electricity generation from all operating facilities in Tajikistan.

In total, it is planned to install six units in the station’s turbine room, the design capacity of each of which will be 600 MW. The launch of the last unit of the station is scheduled for 2029. The construction of the station is divided into separate lots: LOT 1 – electromechanical equipment, LOT 2 – power plant dam, LOT 3 – right bank structures and LOT 4 – left bank structures. Construction of the station is expected to be fully completed by 2033.
