Informal summit of Organization of Turkic States in Shusha adopted declaration

An informal summit of the Organization of Turkic States was held in the Azerbaijani city of Shusha (Karabakh). Its theme was "Building a Sustainable Future through Transport, Connectivity, and Climate Actions", Azerbaijani President's press service reports.

The participants of the summit emphasized the need for closer cooperation in addressing issues related to climate change and its impact on the sustainable development of Turkic states through unified climate actions. The importance of strategic partnership between the Turkic states in the energy sector was noted, including the development of cooperation in renewable energy resources and energy efficiency. The project for the integration of the energy systems of Azerbaijan, Kazakhstan, and Uzbekistan ("Green Corridor") was particularly mentioned.

Welcoming the guests, the President of Azerbaijan, Ilham Aliyev, called the visits of the leaders of Turkic states to Karabakh a manifestation of brotherly solidarity. "The President of Turkey visited Shusha, Fizuli, Zangilan, and Jabrayil, the Presidents of Uzbekistan and Kazakhstan visited Shusha and Fizuli, and the President of Kyrgyzstan visited Fizuli and Agdam," noted Aliyev.

Particular attention was drawn to the speech of the Prime Minister of Hungary, Viktor Orbán, who said: "First of all, let me begin by expressing my gratitude to President Aliyev for hosting us here in Shusha, in this city, and for creating the opportunity for us to be here. We express deep respect to President Aliyev for allowing hundreds, thousands of people in the region to live in peace now. We wish for such an opportunity to arise in Europe as soon as possible," he said.

Emphasizing that the consequences of the war in Ukraine pose the risk of dividing the world into different blocs, Viktor Orbán noted: "Based on our sad historical experience, we would prefer a period of connections, interactions to restore global cooperation with respect for peace. We count on you in this struggle. We view the Organization of Turkic States as an organization extremely important for cooperation between the West and the East."

The Secretary-General of the Organization of Turkic States, Kubanychbek Omuraliev, highlighted Azerbaijan's contribution to the development of the organization and, conveying congratulations on the occasion of holding COP29 in our country, said that an important decision was made at the Shusha summit to develop the activities of the Organization of Turkic States. The Secretary-General noted: "At the 10th Summit of the Organization of Turkic States, the heads of states supported the proposal to expand the membership and increase our budget. The decision made by you today on these issues will undoubtedly further strengthen our organization. In this context, we highly appreciate, as President Aliyev of Azerbaijan, His Excellency Mr. Aliyev said, Azerbaijan's contribution - allocating $2 million to our budget."

The Karabakh Declaration was signed following the summit.

The informal summit of the Organization of Turkic States was attended by President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Uzbekistan Shavkat Mirziyoyev, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister of Hungary Viktor Orbán, Vice President of the Republic of Turkey Cevdet Yilmaz, President of the Turkish Republic of Northern Cyprus Ersin Tatar, and Secretary-General of the Organization of Turkic States Kubanychbek Omuraliev.
