Kyrgyzstan and UK Sign Memorandum to Introduce English Law in “Tamchy” Investment Zone

The Ministry of Justice of the Kyrgyz Republic and the British Embassy in Bishkek have signed a memorandum of cooperation aimed at developing English law and establishing an International Dispute Resolution Center within the Special Financial and Investment Territory (SFIT) “Tamchy,” the Ministry’s press service reported.

The document outlines the parties’ intention to create a neutral platform in Kyrgyzstan for arbitration procedures based on international standards.

The future Center will operate under the principles of English law — one of the most recognized systems of common law in the world. It is expected to serve as an authoritative venue for resolving commercial and investment disputes, including those involving foreign companies. According to the Kyrgyz Ministry of Justice, the initiative seeks to establish a modern and independent arbitration body whose decisions will be recognized internationally.

Located in the Issyk-Kul region, SFIT “Tamchy” is a new economic zone with a special legal regime designed to attract investment and stimulate the development of transport, tourism, and infrastructure sectors. The Law on Investment Territories provides guarantees for investors’ rights and interests, tax incentives, and legal protections for businesses.

Supported by the British side, the project represents the first attempt in Central Asia to introduce elements of English law into national jurisdiction. A team of British legal consultants is assisting in developing mechanisms for the implementation of English law in Kyrgyzstan’s legal framework.

The establishment of the International Dispute Resolution Center is viewed as an important step toward strengthening investor confidence, enhancing transparency in judicial and arbitration processes, and integrating Kyrgyzstan into the international legal and investment system. The Ministry of Justice emphasized that the initiative aims not only to improve the investment climate but also to enhance the country’s image as a reliable and predictable partner in the region.
