At a meeting of Kyrgyzstan's national headquarters for preparations for the 2026/27 autumn-winter period, the Ministry of Energy reported that electricity consumption is expected to reach 19.6 billion kWh, of which 15.5 billion will be generated domestically and 4.1 billion kWh is planned to be imported, according to the press service of the Kyrgyz Government.
Meanwhile, the water volume in the Toktogul Reservoir is lower than last year's level. The heating season will require 45,500 tons of fuel oil and 3.4 million tons of coal.
Participants also discussed the preparation of power plants and heating companies in Bishkek and Osh, as well as the gasification of the regions. All preparatory work must be completed by October. Heads of state and municipal agencies were warned of their personal responsibility for the timely preparation of infrastructure and a stable winter.
The main risk of the upcoming heating season is not so much fuel availability as the water and energy balance of Kyrgyzstan. The country expects to import approximately 21% of its projected electricity consumption, indicating a persistent structural generation deficit.
The lower water level in the Toktogul Reservoir further increases dependence on imports and makes energy conservation and timely repairs of hydroelectric units particularly important.
At the same time, the purchase of significant volumes of coal and fuel oil demonstrates the authorities' commitment to creating backup energy sources for peak loads.
In the long term, however, system sustainability will require the accelerated commissioning of new generating capacity, grid modernization, and the expansion of regional energy cooperation.
