Kyrgyzstan Jumps from 68th to 22nd in Global Rankings on the Back of PPP Projects

Kyrgyzstan has significantly improved its position in international rankings thanks to the implementation of public–private partnership (PPP) projects. The country has risen from 68th to 22nd place, forming a portfolio of more than 90 projects with a total value exceeding 434 billion soms ($4.96 billion), said Ravshan Sabirov, Director of the National Investment Agency of Kyrgyzstan, Sputnik-Kyrgyzstan reports.

During the first 11 months of 2025, 13 investment agreements were signed, ensuring an inflow of more than $3.8 billion in private capital.

Free economic zones (FEZs) continue to attract investment: from 2022 through September 2025, more than 5.1 billion soms were invested, while budget revenues exceeded 10 billion soms. Currently, more than 330 enterprises operate in the FEZs, including technology-oriented and import-substituting industries.

FEZs remain attractive due to tax incentives, simplified administrative procedures, and the development of industrial clusters. Sabirov emphasized that the government will continue to develop infrastructure, improve the legal framework, and ensure the balanced development of all zones.

The adoption of the laws “On Investments” and “On Public–Private Partnership” in August 2025 helped institutionalize international standards for working with investors. A law on venture financing is also being prepared, along with the introduction of an automated “Investments” information system to create a digital registry of investment projects.

The growth in investment is further confirmed by figures showing that foreign direct investment in Kyrgyzstan has increased by more than 140% in recent years.

Experts note that the active attraction of private capital, the effective operation of FEZs, and improvements in the credit and legal environment are strengthening Kyrgyzstan’s position in international investment attractiveness rankings and supporting the implementation of large-scale infrastructure and innovation projects.
