Kyrgyzstan's Non-Tax Budget Revenues Grow Nearly 9-Fold Over Five Years

Kyrgyzstan's state budget is demonstrating record growth in non-tax revenues. From 2020 to 2025, non-tax revenues increased almost ninefold, reaching an impressive 189.4 billion soms ($2.16 billion).

First Deputy Chairman of the Cabinet of Ministers Adylbek Kasymaliev announced this at a meeting of the Ministry of Finance, summing up the five-year development cycle, Akchabar.kg reports.

By comparison, in 2020, non-tax revenues amounted to only approximately 33 billion soms. This category includes dividends on government shares, deductions from state-owned enterprises, income from state property leases, fines, and other fees.

According to the head of the Cabinet, such a sharp increase was made possible by two key factors:

  • Nationalization of Kumtor: The transfer of the largest gold mine to state control was the main driver. From 2021 to 2025 alone, the mine's budget received over 400 billion soms in tax payments and over 100 billion soms in dividends.
  • Asset Management: Strengthening financial discipline and reforming the management of state-owned enterprises have significantly increased their returns to the budget.

Adylbek Kasymaliev emphasized that the accumulated financial reserve allows the country to create a comprehensive development budget. This reduces fiscal pressure on private businesses and makes it possible to allocate colossal funds to:

  • Large-scale construction of roads and bridges;
  • Launching affordable mortgage housing programs;
  • Major infrastructure projects throughout the republic.

The Ministry of Finance has been instructed to focus on improving expenditure efficiency. It is expected that the accumulated resources will allow for a continued phased increase in wages for social workers this year.
