On September 1, President of Uzbekistan Shavkat Mirziyoyev spoke in Tianjin at the “SCO Plus” meeting, where he presented key proposals on security, transport, investment, and cultural cooperation.
The head of state emphasized that the “SCO Plus” format is becoming an important platform for dialogue, while the organization itself serves as a solid pillar of a stable world order. He called for restoring trust in international relations, supported China’s Global Governance Initiative, and expressed concern over the escalation in Gaza, stressing that only a fair two-state solution can bring peace to the Middle East.
Mirziyoyev outlined six proposals:

strengthening security through collective efforts and holding an “SCO Plus Security Dialogue” in Tashkent in 2026;

supporting Afghanistan through joint projects aimed at economic recovery and regional cooperation;

expanding trade and investment, including an annual “SCO Invest” forum, with the first to be hosted in Uzbekistan;
-
developing transport links, especially through the construction of the China–Kyrgyzstan–Uzbekistan railway with a future connection to the Trans-Afghan Corridor;
-
establishing a network of SCO innovation hubs in areas such as AI, bioengineering, and alternative energy;
-
advancing cultural dialogue, including initiatives along the Great Silk Road and the upcoming UNESCO General Conference in Samarkand.
The “SCO Plus” format also brought together leaders from several Asian countries and representatives of international organizations, including UN Secretary-General António Guterres.
