Kyrgyzstan’s Ombudsperson Jamila Djamanbaeva met with Russia’s Commissioner for Human Rights, Tatyana Moskalkova, in Moscow during a session of the CIS Human Rights Commission, reports 24.kg.
Djamanbaeva expressed concern regarding the incident that occurred on April 10, 2025, at the "Bodrost" bathhouse in Moscow, according to the Ombudsperson’s press service.
“Watching the video footage raises questions about the proportionality and justification of the use of force during the mass detention of Kyrgyz citizens by law enforcement officers. Any administrative or coercive measures taken against Kyrgyz nationals must comply with procedural guarantees and international obligations. Kyrgyzstan is a full member of the Eurasian Economic Union,” she said, and asked her Russian counterpart to assist in ensuring the protection of Kyrgyz citizens’ rights.
Tatyana Moskalkova stated that following her request, Russia’s Prosecutor's Office and Migration Service launched an investigation into the incident.
“I have already responded to this incident and will keep it under control. Currently, our country requires heightened security measures. However, in strengthening security, the rights of law-abiding individuals must not be infringed. We recently received information about the situation at Sheremetyevo Airport, where labor migrants are being treated harshly and their documents are examined for long periods. Together with the leadership of the Border and Customs Services, we investigated the issue and took appropriate measures. We are also ready to work on each specific case going forward,” Moskalkova was quoted as saying by her press service.
On April 10, a mass detention involving violence took place at the "Bodrost" bathhouse in Moscow, targeting natives and citizens of Kyrgyzstan. Out of 24 detainees, 22 have been released. Two remain in temporary detention and will be deported. Earlier, a video surfaced on social media showing masked security forces and unidentified individuals with red armbands beating men, forcing them to lie face down and crawl into a room where others were already lying on the floor.
The Kyrgyz Ministry of Foreign Affairs summoned Russian Ambassador Sergey Vakunov and handed over a diplomatic note. Russia’s Ministry of Internal Affairs stated that police officers did not commit “unlawful actions” against Kyrgyz citizens.
