President of Kazakhstan Kassym-Jomart Tokayev delivered his annual address to the nation, outlining strategic priorities for the country’s development. One of the headline initiatives is a proposed transition to a unicameral parliament, to be decided via a national referendum in 2027. Energy security featured prominently in the speech. Tokayev announced plans to construct the country’s second and third nuclear power plants, calling them essential for meeting energy demands in an era of technological transformation.
The President emphasized the need for a fundamental overhaul of public administration and proposed a new role for the National Fund—as a driver of long-term economic growth rather than merely a financial safety net.
In the digital sector, Kazakhstan plans to establish a state fund for digital assets and a national crypto reserve, alongside the creation of an innovation and business hub in the city of Alatau.

On transportation, Kazakhstan aims to become a leading aviation hub in Eurasia and improve conditions for road freight carriers at border checkpoints. The President also addressed environmental concerns in the Caspian Sea region, stressing their cross-border implications.
Finally, Tokayev highlighted the importance of introducing artificial intelligence skills at an early age—starting in schools—and its integration into healthcare systems for improved service quality and monitoring.
