Rural roads in Uzbekistan to be improved with ADB funds

The Asian Development Bank (ADB) has approved a loan of $240 million for the improvement of 700 km of rural roads in Uzbekistan, Darakchi.uz reports.

Ensuring connectivity between rural communities, markets, and services through safe, reliable, and climate-resilient rural roads is crucial for achieving inclusive and sustainable economic development in Uzbekistan, the ADB says.

"Given that almost half of Uzbekistan's population, located away from the sea, resides in rural areas where agriculture is the primary source of livelihood, connectivity is of paramount importance," said ADB's Director-General for Central and West Asia, Evgeny Zhukov.

The focus will primarily be on local and inter-farm rural roads in 12 regions of Uzbekistan and Karakalpakstan. Improving road quality will enhance capacity, quality, connectivity, safety, and climate resilience through reinforced embankments, bridges, culverts, and drainage systems.

As an innovative initiative in Uzbekistan and the CIS, the project will provide rural communities and farmers with year-round access to markets, schools, medical services, and district centers.

"ADB will help strengthen the operational capacity of both the Committee on Roads and local authorities for the sustainable maintenance of rural roads," said ADB's Senior Transport Specialist, Yong-Kun Oh. "We will support the implementation of an internet-based rural road asset management system and GIS to enhance decision-making and planning, leading to more efficient service and resource distribution."

To benefit from improved access to markets and economic opportunities, the project also aims to expand the rights and opportunities of rural women through training in sustainable agriculture and climate-resilient methods. Community development facilities will be upgraded to provide entrepreneurship and livelihood skills training, along with awareness campaigns on gender-based violence and road safety.

Uzbekistan joined the ADB in 1995, and since then, the bank has provided loans, grants, and technical assistance amounting to $10.8 billion to the country.
