The 23rd meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) member states concluded in Islamabad, Pakistan.

Speaking at the plenary session, SCO Secretary-General Zhang Ming emphasized that amid significant global changes, the SCO, as the largest multi-profile regional organization, consistently promotes the Shanghai Spirit and pursues cooperation based on the principles of mutual benefit and equality. It also plays a crucial role in maintaining peace, stability, and prosperity in the region.

The Secretary-General stressed the need to improve the activities of the SCO, modernize and reform its permanent bodies, establish a financing mechanism for the Organization's projects, and deepen trade and economic cooperation among member states.

In line with the Secretary-General's remarks, a noteworthy outcome of the meeting was the Council’s decision on the **Concept of the New Economic Dialogue among SCO countries.

This initiative was proposed by Uzbekistan. President of Uzbekistan Shavkat Mirziyoyev had justified the need for this measure two years ago at the SCO Heads of State Summit, where he suggested creating a common space for industrial and technological cooperation through the launch of the new economic dialogue within the SCO framework, reports Gazeta.uz.

The main goal, Mirziyoyev explained, is to unify and optimize our trade and economic cooperation by removing trade and customs barriers, establishing reliable and stable production and supply chains, encouraging joint localization and import substitution programs, and protecting and promoting mutual investments, especially in the development of infrastructure, competitive industries, and the services sector.
