The lower house of the Tajik parliament has approved the 2025 state budget and budget forecasts for 2026-2027, Asiaplus.tj reports.
The Minister of Finance, Fayziddin Kakhhorzoda, presented the bill, noting that the budget's total income for the upcoming year is set at 49.6 billion somoni (over $4.5 billion), which represents a 15.4% increase (or 6.6 billion somoni) compared to 2024.
Specifically, revenues from internal taxes are expected to reach 22.7 billion somoni (a 20.4% increase), while customs duties are projected at 10.4 billion somoni (a 23.4% rise). This means about 67% of the budget will be formed from tax revenues.
Non-tax revenues for the upcoming year are anticipated to total 1.2 billion somoni, reflecting a 34.4% increase from the 2024 budget.
Government investment projects are expected to raise 11.2 billion somoni in 2025, with 60% coming from grants and 40% from loans.
The expenditure side of the budget is approved at 51.6 billion somoni, which is 7.5 billion somoni more than the current year's budget. As a result, the 2025 budget will have a deficit of 2 billion somoni.
Approximately 24 billion somoni (over 46% of the total expenditure) is earmarked for social sector spending.
Additionally, the exchange rate for tax calculations (PDR) will increase to 75 somoni, up from the current 72 somoni, in line with inflation expectations for the year. This figure is used for various calculations, including taxes, duties, and social benefits.
President Emomali Rahmon had previously mentioned some of the budget's parameters, noting that the total budget expenditures will equal 31.1% of the projected GDP for the next year. Furthermore, 15.2 billion somoni is planned for the development of key sectors of the economy.
