Boyzoda placed particular emphasis on preparations for the Dushanbe conference, emphasizing the need to consider the 2023, 2026, and 2028 UN water conferences as a single, coherent process. Tajikistan also proposed the Dushanbe Water Framework as one of the possible outcomes of the 2028 conference.
For Tajikistan, advancing the water agenda is of strategic importance. The country seeks to use the international platform not only to draw attention to Central Asian water issues but also to strengthen its role as a hub for global water dialogue.
Hosting the UN conference in Dushanbe in 2028 provides Tajikistan with an opportunity to shape a long-term post-2030 agenda and move from declarations to funding, technology, and concrete transboundary projects. The proposed Dushanbe Water Framework will be particularly significant if it receives broad international support.
