At a roundtable event held as part of the Financial Development Conference in Riyadh, Tajikistan’s Minister of Finance, Fayziddin Kahhorzoda, presented updated information on the progress and financing of the Rogun Hydropower Plant (HPP). The Ministry of Finance of Tajikistan reported this via its press service.
The discussion was attended by representatives of major international financial institutions—including the Islamic Development Bank, the Qatar Fund for Development, the Kuwait Fund for Arab Economic Development, the Saudi Fund for Development, the Abu Dhabi Fund for Development, and the OPEC Fund for International Development. Participants explored opportunities to mobilize investments not only for the Rogun HPP but also for other strategically important infrastructure projects in Tajikistan.
Delegates underscored the regional significance of the plant as a cornerstone of energy security and sustainable development in Central Asia. Several funds expressed willingness to provide financial support. Notably, in a separate meeting, Abdullah Al-Mansoori, Regional Director for Asia at the Abu Dhabi Fund for Development, reaffirmed the Fund’s commitment to continue financing the project. Both sides agreed to finalize cooperation terms during follow-up negotiations scheduled for the coming months.
At present, the final stage of Rogun HPP’s construction is being funded from the state budget.
Upon full commissioning—planned for 2029—the 3,780 MW plant will become the largest hydropower station in Central Asia, with an annual output exceeding 14.5 billion kWh. Two generating units are already in pilot operation, producing over 1.2 billion kWh of electricity in 2024.
