On August 10, the Turkmengas state concern and the Afghan corporation Afghan Gas signed a Memorandum of Understanding in the border town of Torghundi. The document envisages the creation of gas distribution and network infrastructure in Herat province for the direct supply of Turkmen gas to industrial enterprises, power plants, residential buildings, and social facilities, Orient.tm reports.
The parties also agreed to determine purchase volumes, a gas distribution mechanism, and a pricing formula. A joint technical committee will be established to coordinate major infrastructure projects. It will oversee the implementation of the TAPI pipeline, the TAP power transmission line, the fiber-optic communication line, and railway projects.
The memorandum is significant not only for bilateral energy cooperation. It could become a practical step toward establishing the energy infrastructure necessary for the advancement of TAPI, one of the key projects linking Turkmenistan with the markets of South Asia.
Gas supplies to Herat could simultaneously support industry and energy supplies in western Afghanistan, expanding the economic interdependence of the two countries.
The creation of a technical committee is particularly important, as it integrates gas, energy, transport, and telecommunications projects into a single infrastructure agenda. Successful implementation of these agreements could increase Afghanistan's transit importance and strengthen Turkmenistan's position as an energy supplier to regional markets.
