Uzbek Senate Approves Administrative Liability for Misuse of Artificial Intelligence Technologies

Senators of the Oliy Majlis of Uzbekistan have approved the introduction of administrative liability for the misuse of artificial intelligence (AI) technologies, including the unlawful processing and dissemination of personal data.

Amendments and additions have been made to several national laws, including the Law “On Informatization”, to regulate relations arising from the use of AI, according to the press service of the Uzbek Parliament (Senate).

The document defines the concept of “artificial intelligence,” outlines the directions of state policy, and specifies the responsibilities of an authorized body in this field. It also sets general rules for the use of AI in creating information resources and systems, along with provisions to ensure the protection of personal data when applying such technologies.

Individuals and organizations found violating data-processing rules using AI will face penalties — including fines ranging from 50 to 100 basic calculation units (BCU), administrative detention of up to 15 days, and confiscation of equipment used in committing the offense, Anhor.uz reports.

In addition, mandatory labeling of AI-generated content will be introduced. Such materials and systems must not infringe upon human rights or endanger life, health, honor, or dignity.

The law also stipulates that decisions affecting citizens’ rights and interests cannot rely entirely on AI algorithms — human participation in such processes remains mandatory.

In recent years, Uzbekistan has actively advanced the implementation of AI technologies, improving access to and the quality of digital information. According to senators, this legislation will promote the responsible development of AI, establish a legal foundation for its safe use, and strengthen the protection of citizens’ rights and freedoms.
