The Asian Development Bank (ADB) has approved a $500 million policy-based loan to Uzbekistan to improve public sector efficiency, enhance economic governance, and accelerate the country’s integration into the global economy, according to the ADB’s office in Tashkent.
The funding is part of the second phase of the Economic Management Improvement Program, which continues Uzbekistan’s institutional reform agenda. The initiative aims to increase transparency in the budget system, modernize the management of state-owned enterprises, and promote a competitive, inclusive, and sustainable business environment.
Key components of the program include a set of structural reforms such as:

establishing unified rules for public investments within public–private partnerships (PPPs);

adopting legislation to encourage competition and improve the investment climate;

reforming boards of directors of state enterprises, introducing gender quotas, and transitioning to international financial reporting standards;

expanding the tax base and strengthening international tax cooperation;

implementing anti-corruption measures, including a law on conflict of interest and modernization of the audit system;

harmonizing national legislation with international trade and investment standards as part of preparations for WTO accession.
The program also pays particular attention to social aspects of reform, introducing measures to protect vulnerable population groups and mitigate risks associated with economic transformation. These efforts aim to ensure inclusive growth and long-term social resilience.
“This program reflects Uzbekistan’s strong commitment to institutional reform, inclusive growth, and greater participation in global processes,” said Kanokpan Lao-Araya, ADB Country Director for Uzbekistan. “As a strategic partner, ADB will continue to support the government’s efforts to modernize the economy, prepare for WTO accession, and strengthen global connectivity.”
The year 2025 marks the 30th anniversary of the partnership between Uzbekistan and ADB. Since joining the bank in 1995, Uzbekistan has received $14.6 billion in loans, grants, and technical assistance.
