Kazakhstan is proposing the introduction of the option to pay the difference in customs duties within the Eurasian Economic Union (EAEU), Kazakh publication LS reports.
Due to Kazakhstan's commitments within the World Trade Organization (WTO), there is the possibility of paying lower import duty rates than those specified in the Unified Customs Tariff of the EAEU (EAEU UCT) for certain types of imported goods. In such cases, the products are conditionally released and are not subject to movement within the territories of other EAEU member states, as stated in the announcement.
Conversely, goods imported into Kazakhstan with the payment of import duties according to the EAEU UCT rates acquire the status of union goods. Their movement to the territories of other EAEU member states is carried out upon presenting a copy of the electronic invoice, along with other documents specified by the decision of the Eurasian Inter-Governmental Council.
At present, the option to pay the difference in import duty amounts is not available. However, external economic activity participants can pay import duties based on the EAEU UCT rates when importing goods.
The Ministry of Trade of Kazakhstan stated that the possibility of paying the difference in customs duty amounts has been discussed within the EAEU, but a consensus has not yet been reached. Negotiations on this matter continue.
In addition, according to the information from the Kazakh government body, work is required to introduce changes to a series of documents. Consequently, Kazakhstan is actively working to reach a positive decision on this issue.
