State Counselor of Kazakhstan, Erlan Karin, summarized the outgoing year of 2023. He noted that this year changed Kazakhstan, and as citizens experienced the events, they realized the necessity of change, alterations in societal values and norms, as stated by Karin in his Telegram channel.

He highlighted the following events: the practical implementation of political reforms that began in 2022; the commencement of the Constitutional Court's work; parliamentary senate elections; the election of deputies to the Mazhilis and maslikhats at all levels under new rules; and the strengthening of the Ombudsman's status.

"Thus, the result of the first half of the year was the completion of the complex process of institutional reboot of the political system," noted the state counselor. "In the second half of 2023, the main focus of state policy gradually shifted to the issues of rebooting the system of nationwide values."

"In short, Kazakhstan is moving towards a new, more complex but very important transformation – the formation of a new quality of the nation. Unlike political reforms, here, of course, changes in legislation or the establishment of new institutions are not enough. It is impossible to accelerate the evolution of public consciousness. This is a gradual, progressive, natural process. It can only be directed and moderated so that the new social ethics become the basis of the renewed national mentality. And this can be the main content of the public agenda for the next year 2024," concluded E. Karin.
