President Sadyr Japarov has signed Decree No. 178 approving the National Development Program of the Kyrgyz Republic until 2030, the Ministry of Economy and Commerce announced.
The program outlines key national targets: increasing GDP per capita to $4,500, achieving a total GDP of at least $30 billion, maintaining an average annual economic growth rate of 8%, reducing unemployment to 5%, and ensuring investment in fixed capital reaches at least 20% of GDP. The external public debt is to be capped at no more than 60% of GDP.
One of the goals is to improve Kyrgyzstan’s ranking in the Human Development Index and to place the country among the world’s top 30 in achieving the UN Sustainable Development Goals.
The program focuses on four strategic priorities:

Industrialization – centered on developing modern industries, adopting new technologies, and applying a cluster-based approach;

Logistics and Transit – transforming Kyrgyzstan into a regional hub between China, the Eurasian Economic Union, and South Asia;

Agriculture and Tourism – emphasizing food security and boosting export capacity;

Green Energy – expanding the use of renewable energy sources, hydropower, and innovative technologies to achieve energy independence.
In addition, the program includes measures to reform public administration, digitize the economy and government services, support small and medium enterprises, strengthen macroeconomic stability, and build resilience to climate change and environmental degradation.
The program will be implemented with the involvement of government agencies, the private sector, and civil society. A dedicated coordination mechanism will monitor progress, assess results, and update priorities as needed.
