WB allocates additional funds for construction of Kambar-Ata-1 HPP in Kyrgyzstan

The World Bank will provide Kyrgyzstan with additional financing of $13.6 million to support the technical assistance of the Kambar-Ata-1 Hydroelectric Power Plant, the Ministry of Energy of Kyrgyzstan informed.

Of the allocated funds, $11 million will be provided as a zero-interest loan for 50 years with a ten-year grace period, and $2.6 million will be in the form of a grant from the Multilateral Donor Trust Fund for the fourth phase of the Central Asia Water-Energy Program (CAWEP).

The funds will be directed towards financing the preparation of the construction project for the Kambar-Ata-1 Hydroelectric Power Plant. Specifically, this includes updating the technical and economic feasibility study (TEO), environmental and social documents, including the development of a plan for distributing benefits to communities living in the area.

It is worth noting that in November 2023, the Ministry of Finance of the Kyrgyz Republic and the World Bank already signed an agreement to provide technical assistance for the construction project of the Kambar-Ata-1 Hydroelectric Power Plant. At that time, the funding amounted to only $5 million.

The Kambar-Ata-1 HPP is being built on the Naryn River in the Toktogul district of the Jalal-Abad region. It is part of the Naryn-Syrdarya cascade of hydroelectric power plants, serving as its upper stage, located 14 km above the Kambar-Ata-2 HPP. Upon completion, the Kambar-Ata-1 HPP will become one of the largest hydroelectric power plants in Central Asia. Construction is being carried out by JSC "Electric Stations", with the first hydro unit planned to be put into operation in 2028.

Kyrgyzstan's total hydroelectric potential is estimated at 142.5 billion kWh and ranks third in the CIS after Russia and Tajikistan. However, the percentage of utilization of this potential is only 10%. Specialists note that on the Naryn River alone, it is possible to build 8 cascades out of 34 hydroelectric power plants. The total installed capacity of the prospective cascades is 6,450 MW, with an average annual output of over 25 billion kWh of electricity.
