The pilot phase of the "National System for Strategic Human Capital Planning" project, implemented jointly by UNDP and the Ministry of Education, has begun in Turkmenistan. Its main objective is to integrate demographic projections, the education system, workforce training, and actual labor market needs into a unified data-driven planning system, Turkmenportal.com reported.
The project aims to develop the capacity of government institutions to analyze data, forecast future demand for professions and skills, and prepare long-term human capital development scenarios.
During the first phase, UNDP international experts will consult with ministries and agencies, examining existing workforce planning mechanisms, available statistical data, and the level of interagency cooperation.
This development is of strategic importance for Turkmenistan, as the country is attempting to link education development with economic diversification and digital transformation. A young population alone does not guarantee economic growth; specialists whose knowledge and skills align with the future economic structure are needed.
It is particularly important that the project focuses not only on analyzing the current situation but also on forecasting. This will allow the government to determine in advance the number and type of specialists needed in industry, energy, the digital economy, services, and other sectors, and then adjust educational programs and admissions to educational institutions.
In this context, the project could become an important tool for modernizing state personnel policy. Its practical success, however, will depend on the quality of statistics, interdepartmental data exchange, and the ability to use forecast results in making real decisions in education and employment.
