BISHKEK (CAL - K.A.) - The regional forum, which kicked off in Bishkek as part of the RESILAND CA+ program, demonstrated that the climate agenda is gradually transforming for Central Asian countries from an environmental issue to a factor in regional security and sustainable development. The main topic of discussion was the development of unified digital tools for monitoring transboundary natural hazards and the coordination of long-term climate risk management policies.
For the countries of the region, this issue is acquiring strategic significance. Central Asia is among the most vulnerable areas in the world to climate change. Accelerated glacier retreat in Kyrgyzstan and Tajikistan, increasing aridity in Kazakhstan, water shortages and land degradation in Uzbekistan and Turkmenistan are creating an interconnected system of risks, the consequences of which extend beyond national borders.
Under these conditions, the traditional emergency response model has demonstrated limited effectiveness. Most mechanisms remain focused on the national level, while mudflows, floods, changes in water regimes, and ecosystem degradation are transboundary in nature.
The Regional Online Catalogue of Climate Disasters, proposed during the forum, could be the first step toward moving from post-response to risk management. Pooling data will allow countries to develop common forecasts, share information more quickly, and allocate resources more efficiently.
However, digitalization alone will not solve the problem. The system's effectiveness will depend on the willingness of states to share data, agree on monitoring standards, and ensure sustainable funding for joint projects.
