Dushanbe International Airport has been selected as the first potential issuer of thematic bonds in Tajikistan, reported Asiaplus.tj.
The Ministry of Finance is leading preparations for the new instrument. It is meant to finance environmental, social and other sustainable development projects. Thematic bonds, including green, social and sustainability-linked bonds, let issuers raise money from investors for projects with specific, measurable outcomes. They are widely used in emerging markets to attract funds from development banks and responsible investors.
The move is part of a broader effort to develop Tajikistan’s small domestic capital market. In July, seven major Tajik enterprises were reportedly being assessed for possible green bond issuance. Tajikistan placed a $500 million Eurobond in 2017 to help finance the Rogun hydropower project, but domestic corporate bond issuance has remained limited.
The airport is the country’s main air gateway and an important asset for growing tourism and transit. A successful placement could set a model for other state companies seeking long-term financing. It would also help Dushanbe present itself to international investors as a reliable partner in climate-related finance.
