Turkmenistan introduces digital voter registry to modernize electoral system

The Mejlis (Parliament) of Turkmenistan has adopted a new Law on the Unified State Register of Voters, marking a significant improvement in the country’s electoral system. Developed in close cooperation with the Central Commission for Elections and Referendums, the law represents a key step toward the digital transformation of processes related to citizens' voting rights, according to Orient.tm.

The main objective of the new law is to establish a centralized digital information system that ensures the reliable state registration of eligible voters. The Unified State Register of Voters will serve as a platform for storing, processing, and utilizing accurate and comprehensive data on citizens entitled to participate in elections and referendums.

The law clearly defines all key concepts related to the operation of the register, ensuring full transparency and clarity of the system. These include the database, voters’ personal data, electoral address, registry management bodies, and system maintenance and support groups.

It also outlines rules for storing and updating information, protecting personal data, procedures for data provision, and mechanisms for appealing decisions or actions taken by the responsible authorities.

The adoption of this law aligns with the provisions of the Concept for the Development of the Digital Economy in Turkmenistan for 2019–2025 and the State Program for the Development of the Digital Economy for 2021–2025. The creation of the Unified State Register of Voters will allow Turkmenistan to build a solid digital foundation for elections in line with international standards.
