The greatest danger for SCO and CIS countries comes from Afghanistan, specifically from the terrorist organization ISIS, which is banned in Russia, Uzbekistan, and several other countries. This was stated by the Chairman of Uzbekistan’s State Security Service, Abdusalom Azizov, at the SCO RATS and CIS ATC conference.

The head of Uzbekistan’s intelligence service acknowledged the success of the Afghans in fighting terrorism but stressed that Afghan partners should not be left to deal with the problem alone.

Azizov emphasized that the situation with ISIS in Afghanistan necessitates more active joint measures to counter the threats and challenges posed by ISIS’s Afghan branch, "Vilayat Khorasan," and other terrorist organizations.

According to the CIS Anti-Terrorism Center, in 2023, more than 300 attempts to commit terrorism-related crimes were recorded in CIS countries, including 195 terrorist attacks. More than 2,100 people were prosecuted for crimes in this area.

CIS ATC head Yevgeny Sysoyev stated that half of the terrorist incidents in CIS countries are linked to the ISIS-K group.

CIS Deputy Secretary-General Nurlan Seytimov announced during the conference that a high-level meeting between the CIS, CSTO, and SCO will be held in Moscow on October 9.

According to him, by the end of this year, the heads of states and governments of CIS countries plan to adopt a cooperation program in the field of deradicalization for 2025-2027, as well as sign an agreement on training personnel for penitentiary services and a protocol amending the treaty on interstate searches for individuals.
