Kazakhstan Signed a Package of Constitutional Laws to Implement new Constitution

ASTANA - The President of Kazakhstan signed a series of constitutional laws drafted to implement the provisions of the new Constitution adopted on March 15, 2026. These documents are aimed at establishing a modernized system of public administration and developing the country's political institutions, Kazpravda.kz reports.

One of the key innovations was the adoption of the Law "On the President of the Republic of Kazakhstan," which establishes the position of Vice President. This new position is intended to ensure additional coordination of government agencies and the implementation of specific instructions from the head of state.

The constitutional law "On the Kurultai of the Republic of Kazakhstan and the Status of its Deputies" was also approved. According to the document, the Kurultai becomes the country's highest representative and legislative body. It will consist of 145 deputies elected from party lists for a five-year term. The body is granted broad powers in lawmaking and parliamentary oversight.

Another important document was the Law "On the Kazakh Parliament." A new advisory body is being created to facilitate national dialogue and expand civil society participation in domestic policymaking. The Council will have the right to initiate legislation and initiate referendums.

Furthermore, the laws "On the Status of the Capital of the Republic of Kazakhstan" and "On Administrative-Territorial Structure" were signed. The former defines the legal and organizational foundations for the functioning of the capital, including urban development and infrastructure management. The latter regulates the formation, changes to the boundaries, and names of administrative-territorial units.

Akorda noted that the adopted laws create the legal basis for the implementation of constitutional reform and the further improvement of the public administration system.
