Turkmenistan's Foreign Minister Rashid Meredov held talks with Odile Renaud-Basso, President of the European Bank for Reconstruction and Development (EBRD). The parties discussed economic diversification, green energy development, support for small and medium-sized businesses, environmental projects, and the development of transport and logistics infrastructure, including the Trans-Caspian Corridor, Orient.tm reported.
Following the meeting, Turkmenistan and the EBRD signed five memorandums outlining cooperation for 2027–2032 in the banking sector, sustainable energy, environmental protection and efficient use of water resources, modernization of transport corridors, and the Green Cities program in Ashgabat.
For Turkmenistan, this decision is significant primarily as an attempt to shift cooperation with the international financial institution from individual projects to a more systemic economic agenda. The memorandum for 2027–2032 is particularly important: it forms a long-term basis for the EBRD's participation in the country's reforms and investment projects.
The banking sector can gain access to new financing instruments for export-oriented businesses and SMEs. This is particularly important for economic diversification, as private sector development can gradually reduce dependence on commodity exports.
The transport sector is equally promising. EBRD support for the modernization of corridors and transit infrastructure could strengthen Turkmenistan's role in the Trans-Caspian route and increase its attractiveness as a link between Central Asia, the Caspian Sea, and European markets.
However, the specific economic impact will depend on the transition from memorandums to the financing and implementation of infrastructure projects. The EBRD already has experience working in Turkmenistan: as of 30 June 2026, its portfolio included projects in the corporate sector and financial institutions.
Thus, this package of agreements creates an opportunity for Ashgabat to simultaneously attract international capital, modernize infrastructure, and promote economic diversification, while maintaining a focus on national priorities.
